What the license actually is
TCP stands for Transportation Charter Party. In California, any company that provides prearranged, chartered passenger transportation (airport transfers, wine tours, corporate cars, limousines) is required to hold a charter-party carrier permit from the CPUC. To get and keep one, a carrier has to:
- Carry commercial liability insurance at state-mandated levels, far beyond a personal auto policy.
- Enroll drivers in DMV pull-notice monitoring, so the state flags any license problem on an ongoing basis.
- Maintain drug and alcohol testing programs for drivers.
- Display the TCP number on the vehicle.
How that’s different from a rideshare
Rideshare platforms operate under a different, lighter framework, and the driver in a rideshare is a gig worker whose vehicle you’ve never seen before the app matched you. That’s fine for a two-mile hop. For a 4am airport departure, a client pickup, or a wine tour with six friends aboard, prearranged charter transportation exists precisely because the stakes are higher: timing, insurance, professionalism.

How to check any company
